In today's move toward a competitive electric industry, the ability to value a public power system is in demand in a number of contexts. FSC provides local governments and municipal utilities with valuation services.


FSC has:

Assisted Sheldon (Iowa) in litigation and negotiations with a local investor-owned utility over Sheldon's proposed municipalization of the local electric system;

Prepared a manual on valuation issues in local municipalization efforts for the American Public Power Association (APPA);
Prepared a manual on the law and economics of franchise territorial disputes between local public power entities and rural electric cooperatives for the APPA ;
Prepared a white paper for the APPA on the purchase price necessary to be paid to a municipal government to compensate a local government for the full value of a municipal utility distribution system.
